The filters and plugins are developed for general use on any image. But in some cases the action could not run on every image. For example: an image contains only green and white colors and you use the plugin for adjusting of the blue colors. Then the Photoshop could in some cases generate error. Too when you will use the action on very small image, Photoshop could in some cases generate error. Plugins and actions are optimized for 2000px and more, but many of them are working too on very small images.
